DDA Grants and Incentives

The Downtown Development Authority (DDA) offers grants to businesses and/or property owners in the DDA district to improve facades, increase safety & security, renovate buildings, and redevelop properties.

Enterprise Zone State Income Tax Credits

Companies that locate or expand within the physical boundaries of the EZ are eligible to earn a variety of state income tax credits based on each company’s specific activities primarily related to equipment investment, job creation/training, research, and development activities.

Opportunity Zone Tax Benefits

Almost the entire Greeley Downtown Development Authority boundary is designated as an Opportunity Zone. Opportunity Zones were enacted as part of the 2017 tax reform package (Tax Cuts and Jobs Act) and is a federal tax incentive for investors to invest in low-income urban and rural communities through the favorable treatment of reinvested capital gains and forgiveness of tax on new capital gains.

Greeley Community Development Fund

The Greeley Community Development Fund assists with the financial needs of companies expanding in or locating to the City of Greeley. The Weld/Larimer Revolving Loan Fund, the City of Greeley, commercial banks in Greeley and the Hispanic Loan Program have joined together to provide the initial funding for this loan program.

Historic Structures Assessment Grants

Historic Structure Assessment grants are awarded for the sole purpose of preparing a report of the physical condition of a historic building or structure in accordance with a mandatory State Historical Fund assessment outline (scope of work). An architect or a structural engineer working under the direct guidance of an architect must prepare the Historic Structure Assessment.

Federal Historic Preservation Tax Incentives

The Federal Historic Preservation Tax Incentives program encourages private sector investment in the rehabilitation and re-use of historic buildings. It creates jobs and is one of the nation's most successful and cost-effective community revitalization programs.

Preservation Tax Credits

Federal and state tax laws provide tax incentives for historic preservation projects that follow the Secretary of the Interior's Standards for Rehabilitation. These credits allow taxpayers to reduce, on a dollar-for-dollar basis, the amount of income tax they owe to the government.

State Historical Fund Grants

The History Colorado State Historical Fund is a program established by the 1990 constitutional amendment that legalized gambling in Central City, Black Hawk, and Cripple Creek. The amendment mandates that a portion of gaming tax revenue goes to the History Colorado State Historical Fund to fund historic preservation projects throughout the state.
